IAU Circulars for current SCP campaign

SCP colleagues:

The SCP executive committee proposed we prepare three separate IAU
circulars for SNe discovered at Subaru, at CTIO, and at CFHT. We will
try to submit them together and with a uniform style so that it will be
clear that they are part of common SCP campaign.

Naoki has (already!) prepared the data for the Subaru candidates - see
below. Rob will prepare the CTIO candidates and Reynald is asking Julien
to prepare the CFHT ones.

For questions arising from the analyis of spectrum (confidence in ID, z,
etc.) we've asked Andy Howell, who has been tracking this on the spectra
web page, to coordinate all the comments from the spectroscopy analysis
folks (there will be lots, no doubt.)

I will try to coordinate common information and format for all three.
I've set up a page:

to keep current drafts and any relevant information (e.g. last years circulars.)

Last year, Dan Green allowed us to list the full author list. This time,
we would refer to last year's and list only new people. It should go
much quicker this time.
