    Dear Dr. Perlmutter,

    We regret to inform you that following the peer review process your proposal:

        Title: Is Lambda the dark energy? Answering with NICMOS systematics
                controls for high-redshift SNe Ia

    for Hubble Space Telescope Cycle 13 General Observer time has not been approved.

    Your proposal received detailed consideration by the the Cycle 13 Peer Review Panels
    and final review by the STScI Director. Your proposal was graded in the
    first quartile of proposals in your Panel.

    Cycle 13 will have a duration of approximately 12 months, beginning in
    July 2004. We expect to issue the Cycle 14 Call for Proposals in October
    2004, with a Phase I Deadline in late January 2005. For your
    information, 739 GO proposals requested over 17,000 orbits in Cycle 13,
    compared to the 3000 orbits available. A total of 82 snapshot proposals
    requested over 5300 targets, compared to the 1500 targets approved.

    In an effort to compress the Phase I to II process and speed implementation
    of approved programs, we are sending out notifications without comments from
    the peer review. Your comments from the review will be sent in a separate
    email in about 4 weeks.

    We appreciate your interest in HST, and hope that you will propose again
    in the future. There is an increasing database of HST Archival Data,
    which may be a useful resource for your research and which can lead to
    funding for U.S. proposers (for approved AR proposals).
