                         NOAO 2003A PROPOSAL INFORMATION

          BIG CHANGES: 12 nights on Keck telescopes available in 2003A
                        Tip/Tilt Imager available on WIYN

    Dear Colleague:

    Proposal forms and information for observing time requests for the
    2003A semester (February - July 2003 at Gemini North and South,
    Cerro Tololo Inter-American Observatory, Kitt Peak National
    Observatory, and for Community Access time with the 10-m telescopes
    of the W.M. Keck Observatory, the Hobby-Eberly Telescope and the 6.5-m
    telescope at the MMT Observatory, are available at our website at:

    Standard observing proposals for all nighttime facilities available
    through NOAO in 2003A are due by the end of Monday, September 30, 2002.

    The International Gemini Observatory has issued a Call for Proposals
    for 2003A. With emphasis being placed on commissioning, 55% of the
    time on Gemini North and 45% of the time on Gemini South will be
    available for science programs. For more information on applying for
    U.S. Gemini time, see:

    As a result of the the first year of the NSF's Telescope System
    Instrumentation Program (TSIP), a total of twelve nights will be
    available to the community this semester on the two 10-m telescopes
    of the W.M. Keck Observatory on Mauna Kea. For more information on
    applying for Keck time through NOAO, see:

    The WIYN Tip-Tilt Module, which has delivered corrected images with
    FWHM as good as 0.25 arcsec, will be available for general use in
    2003A. New developments at CTIO include the upcoming first light for
    the Infrared SidePort Imager (ISPI) on the Blanco 4-m.

    There are three options for proposal submission:

    1) through the Web form including all supporting text and figures, or

    2) by email using a customized LaTeX template created by the Web
    form after filling out the necessary general, investigator, and run
    information, or

    3) by using Gemini's Phase-I Tool, or PIT (for proposals that request
    Gemini time only). The tool, which runs on Solaris, Linux, and
    Windows platforms, can be downloaded from:

    Please note that the web and email options are available for all
    proposals (including Gemini), while the PIT is only for proposals that
    request just Gemini time. PIT-submitted proposals will be converted
