Prospect for CTIO reference run

CTIO has been subject to the same weather conditions as the Paranal, but
with some time delay. At the moment the dome is open and the skies are
clear except for some clouds low in the west (this via a phone call to the
night assistant). He reports seeing 1.2-1.3", but the web monitor shows
about 3". Humidity is 80%, temp 8 C, wind 20 mph from 40 deg. The weather
map over the region shows clouds very close to S of Tololo, but these
should be moving off before we start on Sun night.

La Silla shows near 100% humidity, with the outlook

2002.04.17 moistening
2002.04.18 moist
2002.04.19 moist

... so we'll see. Great to hear all the positive results rolling in for
